Reorganizes Mississippi's Certificate of Need (CON) law by separating provisions into distinct code sections (41-7-191.1 through 41-7-191.7) while maintaining existing rules and exemptions.

Exempts new construction, conversion, or expansion of intermediate care facilities for the mentally retarded on Columbia Training School property leased or transferred to Millcreek of Columbia, Inc. from CON requirements.

Provides state-owned health care facilities (psychiatric hospitals, skilled nursing facilities, intermediate care facilities, psychiatric residential treatment facilities) exemption from CON requirements for repairs, renovation, and new bed additions needed for state licensure compliance.

Makes technical corrections to Section 41-7-173 definitions, including minor language clarifications and updates to terminology (e.g., replacing "persons with mental retardation" with "persons with an intellectual disability").

Effective July 1, 2013.
