Amends Section 9-9-37 of Mississippi Code to authorize boards of supervisors (rather than requiring a public election) to establish a county court in counties not otherwise provided for under existing law.

Changes the requirement for abolishing an established county court from a 10 percent petition threshold to a 20 percent petition threshold of qualified electors.

Implements a two-year waiting period before the board of supervisors can establish a county court following the abolition of an existing county court.

Requires the Attorney General to submit the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for approval under the Voting Rights Act of 1965.

Effective date is contingent upon approval under Section 5 of the Voting Rights Act of 1965, as amended and extended.
