Amends Section 41-7-191 of the Mississippi Code to add three new health services requiring a Certificate of Need (CON) before being offered: neonatal care services, freestanding emergency care services, and hospice care services.

The CON requirement applies when these services have not been provided on a regular basis by the proposed provider within the 12 months prior to offering them.

Aligns these three service categories with existing CON requirements for other specialized health services such as open-heart surgery, cardiac catheterization, and psychiatric services.

Effective July 1, 2013.
