Prohibits counties, municipalities, and political subdivisions from regulating crop management or animal husbandry practices on private property, or restricting retail sale of unprocessed agricultural products directly from producer to consumer.

Allows growing of food crops, chickens, rabbits, and milk goats in home gardens on private residential property for household consumption without permits, provided not for commercial purposes.

Permits community or cooperative gardens up to 2.75 acres on private property for non-commercial household use, but prohibits slaughter of goats grown under this authority.

Allows producers to store, preserve, and sell seeds produced from crops without penalty, and exempts seeds sold by farmer-growers from certain labeling and permitting requirements under Mississippi seed law.

Preserves local authority to enforce zoning ordinances, abate public nuisances, and enforce private property covenants; effective July 1, 2012.
