Authorizes the Department of Corrections to contract with governing authorities of municipalities (in addition to county boards of supervisors) to provide housing for state offenders at county regional correctional facilities.

Removes the 300-offender cap on the number of state offenders that can be housed through Department of Corrections contracts at county facilities.

Requires facilities to comply with American Correctional Association standards and all constitutional and court order requirements applicable to correctional facilities.

Specifies mandatory regional facility arrangements for designated county pairs (Marion-Walthall, Carroll-Montgomery, Stone-Pearl River, Winston-Choctaw, Kemper-Neshoba, Holmes County, and Bolivar County) and permits optional arrangements with other counties.

Allows the Kemper and Neshoba regional facility to house up to 75 additional female state offenders beyond the general capacity authorized in subsection (1), effective July 1, 2013.
