Requires the University Research Center to prepare and submit a comprehensive report to the Mississippi State Legislature every four years beginning July 1, 2014, analyzing costs of state tax revenue reductions.

Mandates cooperation from the Mississippi Development Authority, Department of Revenue, Joint Legislative Committee on Performance Evaluation and Expenditure Review, and other state agencies in collecting data for the report.

Report must analyze all statutory provisions and regulations that exempt specific classes of persons, income, goods, services, or property from state taxes, including credits, deductions, allowances, exclusions, exemptions, and incentives.

Analysis shall calculate total direct state tax revenue foregone and any positive economic impacts from increased tax revenue due to job creation resulting from specific tax measures.

Effective date is July 1, 2013.
