Amends Mississippi Code to require all eminent domain cases be determined by binding arbitration instead of special courts with judges and juries.

Replaces references to "judge," "jury," and "special court of eminent domain" with "arbitrator" throughout eminent domain procedures in sections 11-27-3, 11-27-7, 11-27-15, 11-27-19, 11-27-27, and 11-27-29.

Maintains existing procedures for complaints, filing requirements, motions to dismiss, evidence presentation, and appeals to the Supreme Court, but under arbitration framework.

Repeals sections 11-27-11, 11-27-13, 11-27-17, 11-27-23, and 11-27-25 which contained procedures specific to special courts of eminent domain.

Effective date: July 1, 2013.
