Designates the Mississippi Department of Archives and History as the receiving entity for state funds allocated through legislative appropriation or general obligation bonds for maintaining, restoring, or renovating historic properties listed on the National Register of Historic Places or designated as Mississippi Landmarks.

Requires all funds for historic property projects to be deposited into the Historic Properties Trust Fund and specifies that the Legislature must identify the purpose, intent, and intended beneficiary (county, municipality, political subdivision, or 501(c)(3) organization) when allocating funds.

Exempts state institutions of higher learning, agencies, departments, boards, and commissions from these funding requirements.

Authorizes the Board of Trustees of the Department of Archives and History to establish guidelines for selecting contractors for historic property work, requiring contractors to have historical restoration experience, proper licensing and bonding, insurance, and lawful business registration in Mississippi if not incorporated there.

Takes effect July 1, 2013.
