Creates the Mississippi Veterans Treatment Court Act authorizing circuit court judges to establish specialized veterans treatment courts at the circuit level, either as separate programs or components of existing drug courts.

Establishes eligibility requirements for participation including veteran status under Title 38 U.S. Code, state attorney consent, and excludes defendants charged with crimes of violence or with prior felony convictions for violent crimes.

Grants the Administrative Office of Courts authority to ensure program compliance with adopted rules, approve and certify intervention components, and revoke authorization for non-compliant programs.

Authorizes the State Drug Court Advisory Committee to develop statewide rules and policies for Veterans Treatment Courts, mediate disputes, and make recommendations for program improvements.

Provides funding mechanisms through a special state treasury fund for veterans courts, allows acceptance of gifts, grants, and donations, and grants civil immunity to program coordinators and staff acting in good faith; effective July 1, 2013.
