Amends Section 31-7-13, Mississippi Code of 1972, to exempt perishable supplies or food purchased for Mississippi Homeland Security task forces from competitive bidding requirements.

The exemption applies to perishable food used in connection with training exercises and emergency responses conducted by Homeland Security task forces.

Adds this exemption to the existing list of purchases exempt from public bidding requirements, which already includes food for hospitals, school lunch programs, and prisoner feeding.

Effective date is July 1, 2013.
