Requires Department of Revenue to develop an affidavit form for scrapping vehicles when title is unavailable, including vehicle description, owner identification, certifications that vehicle is at least 10 model years old and has no liens, and acknowledgment that falsification is a felony punishable by 1-5 years imprisonment or $500-$5,000 fine.

Prohibits licensed used motor vehicle dealers and scrap metal processors from dismantling or destroying vehicles until receiving notification from the Department of Revenue that no liens exist on the vehicle.

Establishes a 3-day holding period if department records show no active lien and a 10-day holding period if an active lien exists, during which the department notifies the lienholder and may remove the lien if no written protest is received.

Makes it a felony to knowingly destroy or dismantle a motor vehicle with an active lien, punishable under Section 63-21-73.

Requires dealers and processors to maintain all records for two years, including photocopied copies of the seller's driver's license or state-issued identification card, with submission to the department within 72 hours of transaction.
