Establishes the "Employment First Act" making competitive employment in integrated settings the first priority option for working-age persons with disabilities receiving state services.

Defines competitive employment as full-time or part-time work in an integrated setting compensated at or above minimum wage and customary wage levels paid to non-disabled workers performing similar work.

Requires all state agencies and departments to coordinate efforts and adopt policies supporting competitive employment for persons with disabilities, with authority to adopt rules and regulations for implementation.

Creates a 9-member Employment First Oversight Commission under the Mississippi Council on Developmental Disabilities to oversee implementation, consisting of persons with disabilities, employment service experts, and Mississippi Partnerships in Employment Project representatives.

Commission shall request measurable goals from state agencies, track progress, prepare annual reports to the Governor and Legislature detailing implementation progress and barriers, effective July 1, 2013.
