Clarifies that operating "Internet sweepstakes cafes" is illegal gambling under Mississippi state law.

Makes it unlawful to possess, operate, or have financial interest in electronic video monitors offering simulated gambling programs in exchange for direct or indirect consideration, where players can win cash or cash-equivalent prizes.

Establishes penalties for violations as misdemeanor charges with fines up to $1,000 and/or imprisonment for not less than 1 year.

Provides exceptions for lawful children's entertainment activities, marketing promotions for consumer products, and promotional activities conducted by licensed gaming establishments.

Amends Mississippi Code sections 97-33-1, 97-33-7, 97-33-9, and 75-76-5 to align existing gambling statutes with these provisions; effective July 1, 2013.
