Authorizes the Governor to call a special election to fill school board vacancies when a school district is under State Board of Education conservatorship and no board members remain in office.

Requires special elections for school board vacancies to be conducted by the county election commission with the Governor setting the election date.

Applies to county boards of education, consolidated school districts within one county, and line consolidated school districts spanning multiple counties.

Prohibits board members and superintendents serving when a state of emergency is declared from holding office in the reconstituted district after the emergency ends.

Requires the Attorney General to submit the act to the U.S. Attorney General or District Court for the District of Columbia for Voting Rights Act compliance review.
