Amends Section 31-11-35 of Mississippi Code to require major facility projects to be designed and constructed to meet or exceed ASHRAE 90.1-2010 energy standards or any more stringent code adopted by the Department of Finance and Administration, Bureau of Building.

Defines "major facility project" as state-funded new construction buildings larger than 5,000 gross square feet (as of January 1, 2012 and thereafter) or state-funded renovation projects involving more than 50% replacement value of the facility.

Requires a nationally certified commissioning authority professional to certify that heating, ventilation, air conditioning, energy conservation, and water conservation systems are installed and functioning properly.

Permits use of nationally recognized high-performance environmental building rating systems that do not disadvantage materials or products manufactured in Mississippi.

Takes effect July 1, 2013.
