Requires incumbent local exchange carriers to provide basic phone service to permanent residences or businesses within their territory if costs do not exceed $5,000, with provisions for federal universal service funds when costs exceed that threshold

Reduces filing requirements for telecommunications utilities to only financial or service quality information required by the Federal Communications Commission, rather than state-specific reporting
