Creates criminal penalties for attorneys, district attorneys, prosecutors, and judges who deprive persons of constitutional rights, abuse office authority, fail to maintain courtroom decorum, or engage in unethical conduct, with $5,000 fines and 90-day law practice suspension for first offense or one-year suspension for subsequent offenses.

Allows disbarment for up to five years if judicial or legal misconduct is found to have been committed with malice, upon petition of aggrieved person and the Mississippi Bar Association.
