Proposes amendment to Article 3 of the Mississippi Constitution creating new Section 32A establishing the right to life as the paramount and most fundamental right of a person.

Defines "person" as applying to all human beings from conception to natural death, with exception allowing forfeiture of life after conviction and sentencing to death for capital crimes.

Exempts from the amendment's application: contraceptives or birth control that do not kill a person, in vitro fertilization and assisted reproduction methods, medical treatment for life-threatening conditions, and spontaneous miscarriage.

Requires submission of proposed amendment to qualified electors at election on first Tuesday after first Monday of November 2014.

Amendment to be known as "The Right to Life Amendment of 2014" if adopted by voters.
