Amends Section 89 of the Mississippi Constitution to require local and private bills proposing to impose, increase, or extend any tax within a specific governmental entity, locality, or area to provide for a direct referendum on the tax question.

Referendums must be held at the same time as the next regularly scheduled election in the affected governmental entity or locality.

Maintains existing requirements that local and private bills be referred to standing committees on local and private legislation in each house, with written recommendations and stated reasons.

Proposed amendment to be submitted to qualified electors at the election on the first Tuesday after the first Monday of November 2013.

Requires submission to the U.S. Attorney General or U.S. District Court for the District of Columbia under the Voting Rights Act of 1965, as amended.
