Amends Mississippi Constitution Section 213A to establish a state university system comprised of eight named public universities with separate governance structures replacing the current Board of Trustees of State Institutions of Higher Learning.

Creates a Board of Governors (composed of 12 members appointed by the Governor with Senate consent) to manage the entire state university system, including defining each university's mission, coordinating operations, and avoiding duplication of programs.

Establishes local boards of trustees (seven members each) at each constituent university to administer individual institutions under direction and supervision of the Board of Governors.

Clarifies that the Legislature retains power to consolidate, abolish, or change the status of any public institution of higher learning.

Requires submission of the amendment to qualified electors in an election on the first Tuesday after the first Monday of November 2014.
