Amends Section 273 of the Mississippi Constitution to modify the signature distribution requirements for constitutional initiatives by petition.

Replaces the fixed one-fifth (1/5) limit on signatures from any single congressional district with a percentage-based limit equal to that district's proportion of the total number of congressional districts in the state.

Requires initiative sponsors to identify in the initiative text the amount and source of revenue needed to implement the proposal, or identify programs whose funding must be reduced if the initiative requires revenue reductions.

Maintains existing restrictions prohibiting initiatives from modifying the Bill of Rights, the Mississippi Public Employees' Retirement System, right-to-work protections, or the initiative process itself.

Schedules the proposed constitutional amendment for voter approval on November 5, 2013, with submission to the U.S. Department of Justice required under the Voting Rights Act of 1965.
