Directs the legislature to establish a joint conference committee to recommend legislation nullifying specific federal laws and regulations deemed outside federal constitutional authority.

Requires the committee to communicate the resolution to all other states' legislatures and reaffirm Mississippi's commitment to union for enumerated constitutional purposes.

Serves as notice demanding the federal government cease activities outside the scope of constitutionally delegated powers.

Directs copies of the resolution be sent to the President, Congress leadership, Mississippi's Congressional Delegation, and Capitol Press Corps.
