Proposes new Section 272B of the Mississippi Constitution to establish the composition and structure of the Board of Trustees of the Public Employees' Retirement System.

Board shall consist of 10 trustees including the State Treasurer, one governor-appointed member, and eight elected members representing state employees, municipal/county employees, higher education employees, school district employees, and retired members.

Elected trustees must have at least 10 years of creditable service in the system, with terms of two to six years depending on position and election timing.

Requires six members to constitute a quorum, with majority vote needed for board decisions; trustees must take oath of office within 10 days and file certification with Secretary of State.

Election to be held on the first Tuesday after the first Monday of November 2013 for voter approval of the constitutional amendment.
