Amends Chapter 2024, Laws of 2012 to add a new Section 12A to Article 3 of the Mississippi Constitution establishing a constitutional right to hunt, fish, and harvest wildlife using traditional methods.

Restricts this right only to laws and regulations promoting wildlife conservation and management, and designates public hunting and fishing as the preferred means of managing wildlife.

Clarifies that the hunting and fishing right does not modify or diminish the right to keep and bear arms, property rights, trespass laws, commercial regulation, or levee maintenance requirements.

Changes the election date for voter approval of the amendment from November 2014 to November 2013.

Requires the Attorney General to submit the resolution to the U.S. Attorney General or U.S. District Court for the District of Columbia in accordance with the Voting Rights Act of 1965.
