Requests Congress to call a constitutional convention under Article V for the sole purpose of proposing an amendment to allow prayer in public schools.

Proposes a "School Prayer Amendment" that would establish public prayer as a constitutionally protected right that cannot be denied to any individual regardless of location or time.

Amendment language specifies that neither the U.S. Constitution nor state constitutions shall require that vocalized prayer or silent meditation be abridged for students in class, school functions, or athletic events.

Urges all state legislatures to apply to Congress to call such a convention, requiring two-thirds of states to petition Congress and three-fourths of states to ratify the amendment.

Directs transmission of the resolution to the President of the U.S. Senate, Speaker of the House, Mississippi's congressional delegation, and presiding officers of all state legislatures.
