Proposes a new constitutional section authorizing the Mississippi Legislature to enact general law and local/private law for county and municipal mergers and consolidations to form metropolitan governments.

Permits incorporated municipalities within the same county to merge with each other, with the county, or with both the county and other municipalities.

Requires legislation to prescribe the powers, duties, taxation authority, governing structure, qualifications, and selection methods for metropolitan government officials.

Allows legislation to either maintain existing county offices or abolish them in favor of new metropolitan government offices and officials.

Scheduled for voter approval on the first Tuesday after the first Monday of November 2013.
