Requests Congress to call a constitutional convention under Article V for the sole purpose of proposing an amendment to limit the Double Jeopardy Clause of the Fifth Amendment.

Proposed amendment would eliminate double jeopardy as a legal defense for any person, including law enforcement officers, accused of killing an unarmed person.

Urges legislative bodies of all states to apply to Congress to call such a convention, requiring applications from two-thirds of states to trigger the process.

Amendment would require ratification by three-fourths of state legislatures to become valid and part of the U.S. Constitution.

Directs copies of the resolution be sent to the President of the Senate, Speaker of the House, Mississippi's congressional delegation, and presiding officers of all state legislatures.
