Commends the lives and mourns the deaths of Colonel John E. Tilton, Jr., Lieutenant Colonel Anthony D. Williams, and Captain William C. Young, Jr., who died on November 13, 2012.

Recognizes the three Civil Air Patrol members for their distinguished military service, leadership roles, and dedication to disaster relief and search and rescue missions for Mississippi and the United States.

Honors Colonel Tilton's 20+ years of military service as a pilot, accumulation of over 18,000 flight hours, and leadership positions including Alabama Wing Commander and National Safety Officer.

Honors Lieutenant Colonel Williams' 38 years with Mississippi Power Company, service as a Hurricane Hunter pilot in the Air Force Reserve, and roles as Squadron Commander and Chief of Standardization for the Mississippi Wing Civil Air Patrol.

Honors Captain Young's 36 years with Virginia Electric Power Company, decades of flying experience as a pilot and instructor, and service as President of the Macedonian Call Foundation of Mississippi.
