Commends Dr. Matthew Holden, a native of Mound Bayou, Mississippi, for his outstanding academic contributions and public service in political science and energy policy.

Recognizes his teaching positions at Wayne State University, University of Pittsburgh, University of Wisconsin-Madison, University of Virginia, and University of Illinois-Springfield, where he held the Wepner Distinguished Professor position since 2009.

Honors his scholarly works including Continuity & Disruption: Essays in Public Administration, The Divisible Republic, and Varieties of Political Conservatism, as well as his research on Isaiah T. Montgomery and the Mississippi Constitutional Convention of 1890.

Acknowledges his public service as Commissioner of the Public Service Commission of Wisconsin and Federal Energy Regulatory Commission, plus memberships on the President's Air Quality Advisory Board, Department of Energy's Electricity Advisory Board, and various national organizations including the American Political Science Association.

Notes his military service in the U.S. Army's 7th Infantry Division Artillery with 16 months in Korea, his honorary degrees from Tuskegee University and Roosevelt University, and his community involvement with the National Urban League and Episcopal Church.
