Suspends Joint Rules deadlines, including Joint Rule No. 40 provisions, to allow drafting and passage of Medicaid-related legislation during the 2013 regular session.

Extends repeal dates for statutes establishing the Division of Medicaid and health care services covered under the Medicaid program.

Provides Medicaid coverage for individuals under 65 years old who are not pregnant, not enrolled in Medicare, and whose income does not exceed 133% of the federal poverty level, as authorized by the Patient Protection and Affordable Care Act.

Extends the repeal date for the transportation program providing dialysis services to Medicaid recipients.

Extends repeal dates for the annual hospital assessment in Mississippi that funds the Medicaid program and for payments of Medicare upper payment limits and disproportionate share hospital payments.
