Commends Dr. Andrew P. Mullins, Jr. on his retirement effective June 30, 2013, from his position as chief of staff to the University of Mississippi Chancellor after more than 40 years in education.

Recognizes Mullins's career spanning K-12 and higher education, including roles as a high school teacher at St. Andrew's Episcopal School, special assistant to Governors William Winter and Bill Allain, and adviser to three State Superintendents of Public Education.

Highlights Mullins's pivotal contributions to Governor Winter's Education Reform Act of 1982 and his leadership in hosting the 2008 presidential debate between Barack Obama and John McCain at Ole Miss.

Notes that Mullins will continue his education work by teaching graduate students in the Ole Miss School of Education and leading the Mississippi Teacher Corps, an organization he cofounded in 1989 that has trained and placed over 500 teachers.

Directs copies of the resolution be provided to Dr. Mullins, the University of Mississippi Chancellor's office, the Board of Trustees of State Institutions of Higher Learning, and the Capitol Press Corps.
