Commends Mrs. Patsy Speights for her more than 25-year career as editor of The Prentiss Headlight in Prentiss, Mississippi, concluding with her 2012 retirement.

Recognizes her transition from radio advertising sales to newspaper production, where she mastered editorial processes and implemented effective deadline management systems.

Acknowledges her state and national service, including leadership positions with the Mississippi Press Association (MPA) and National Newspaper Association (NNA), and her receipt of the Emma C. McKinney Award in 2007, the NNA's highest honor.

Highlights her advocacy before the Postal Rate Commission in Washington to ensure fair treatment of community newspapers and her induction into the Mississippi Press Association Hall of Fame.
