Amends House Rule 18C to allow House members to speak at the podium and be telecasted when the House is not convened, subject to specific conditions.

Requires members to submit written requests to the Clerk of the House by the time the journal closes on the day before the intended speaking date, specifying the date and length of time for the speech.

Limits telecasts to end no later than 5:00 p.m. or the time the journal is closed each day, whichever is later, and prohibits telecasts during scheduled Committee on Rules commending presentations.

Members must follow House Rules of decorum during telecasted speeches and may not request another appointment to speak if they are absent or exceed their allotted time until three legislative days have elapsed.

The Clerk maintains a public schedule of telecast requests and authorizes them in chronological order of submission.
