Celebrates Governor William F. Winter's 90th birthday on February 21, 2013, and honors his life of service to Mississippi.

Recognizes Winter's tenure as 57th Governor of Mississippi (1980-1984) and his advocacy for public education, freedom of information, racial reconciliation, and historic preservation.

Acknowledges Winter's military service during World War II and the Korean Conflict, rising to the rank of Captain, and his political career including service in the Mississippi House (1948-1956), State Tax Collector (1956-1964), State Treasurer (1964-1968), and Lieutenant Governor (1972-1976).

Notes Winter's significant contributions including championing the Mississippi Education Reform Act, serving on the Board of Trustees of the Department of Archives and History (1958-2011), and being honored with the William Winter Institute for Racial Reconciliation and a professorship at the University of Mississippi.

Expresses sincere wishes for Winter's sustained health, joy, peace, and prosperity, and directs that copies be provided to Winter, his family, and the Capitol Press Corps.
