Creates new House Rule 94A limiting members to requesting and introducing no more than 10 general bills, revenue bills, and constitutional amendment resolutions combined with 10 other resolutions per regular legislative session, effective with the 2014 session.

Exempts appropriation bills, local and private bills, bills to restore suffrage, and various procedural resolutions from the limit.

Exempts bills and resolutions introduced by the Speaker, Speaker Pro Tempore, and House Rules Committee Chairman from the limit.

Exempts committee chairmen from the limit when introducing bills requested by statewide elected officials, state agencies, or courts that fall within their committee's jurisdiction, or when introducing bills to extend or remove repealer provisions within their jurisdiction.
