Adds Wayne County to the Eighteenth Circuit Court District, which will comprise Jones County and Wayne County effective January 1, 2015.

Removes Wayne County from the Tenth Circuit Court District, which will thereafter comprise Clarke, Kemper, and Lauderdale counties effective January 1, 2015.

Maintains two judges for the Tenth Circuit Court District, designated as "Place One" and "Place Two" for appointment and election purposes.

Requires candidates for judgeships in both the Tenth and Eighteenth Circuit Court Districts to qualify and run in the November 2014 judicial election under the new district compositions that take effect January 1, 2015.

Mandates submission of the act to the U.S. Attorney General or U.S. District Court for the District of Columbia for review under the Voting Rights Act of 1965.
