Amends Section 97-1-7 of the Mississippi Code to clarify that punishment for attempted crimes shall not exceed the punishment prescribed for the actual commission of the offense, except where other specific provisions are made by law.

Establishes a specific penalty for attempted murder: imprisonment in the Department of Corrections for not less than 20 years or for life, at the court's discretion.

Applies the attempted murder provision to any person who designs and attempts to commit an act that would constitute murder or capital murder under Section 97-3-19, but fails or is prevented from committing the offense.

Takes effect July 1, 2013.
