Authorizes clinical nurse specialists, nurse practitioners, and physician assistants to provide home health services to Medicare and Medicaid beneficiaries consistent with federal law.

Amends nursing practice definitions to include prescriptive authority for clinical nurse specialists and authorizes them to provide home health services under Section 73-15-5(3).

Extends prescriptive authority for controlled substances (Schedules II-V) to clinical nurse specialists who complete board-approved educational programs, in addition to certified nurse midwives and nurse practitioners under Section 73-15-20(8).

Authorizes physician assistants to provide home health services for Medicare and Medicaid beneficiaries as authorized by applicable federal law under Section 73-26-3(7).

Amends Medicaid reimbursement provisions to allow clinical nurse specialists and physician assistants to receive reimbursement for home health services for eligible persons consistent with federal Medicare law under Section 43-13-117(7)(a).
