SB 2022 Summary

• Abolishes the Mississippi Department of Human Services effective July 1, 2015, transferring all federally funded programs to the United States Department of Health and Human Services.

• Transfers the Office of Youth Services from the Department of Human Services to the Office of the Governor effective July 1, 2015.

• Requires a phase-out plan between 2013-2015 involving submission of State Plan Amendments, gradual elimination of department staff, and declining federal funding for programs including TANF, SNAP, LIHEAP, SSBG, Title IV-E, and other social service programs.

• Transfers all state department employees to federal civil service with intent to re-employ rather than dismiss affected workers where possible.

• Repeals multiple sections of Mississippi Code establishing the Department of Human Services, supplemental payments to aged/blind/disabled persons, children and youth programs, old-age assistance, and temporary assistance to needy families programs.
