Expands Mississippi Medicaid eligibility beginning January 1, 2014, to include individuals under age 65 who are not pregnant, not enrolled in Medicare Parts A or B, and have income not exceeding 133% of the Federal Poverty Level, as required by the Affordable Care Act.

Limits this new eligibility category to receive only essential health benefits as defined in the Affordable Care Act, provided the federal government maintains a 100% matching rate for these services.

Requires the Division of Medicaid to determine eligibility for the new category and establishes that this expansion shall expire on December 31, 2016.

Adds corresponding language to the Medicaid services section to provide essential health benefits for individuals eligible under the Affordable Care Act expansion, with the same December 31, 2016 sunset date.

Effective July 1, 2013, with the new eligibility category beginning January 1, 2014.
