Amends Section 41-7-191 of Mississippi Code to remove restrictions prohibiting the State Department of Health from issuing certificates of need for establishment or expansion of approved territory for home health agencies.

Home health services currently require certificate of need approval under subsection (1)(d)(ix); the bill eliminates the prior moratorium preventing such approvals.

Maintains all other certificate of need requirements for health care facilities and services under existing law.

Takes effect upon passage.
