Exempts relocation of health care facilities or major medical equipment from certificate of need (CON) review if the relocation occurs within 5,280 feet (one mile) of the main entrance of the facility.

Removes the requirement that such relocations involve no capital expenditure by or on behalf of a health care facility.

Brings forward Section 41-7-205 establishing expedited CON review procedures for qualifying projects, with decisions rendered within 90 days of receiving a completed application.

Defines expedited review eligibility for transfers of ownership, equipment replacement, cost overruns, service relocations, and compliance with safety or licensure codes.
