Requires vehicle headlights and rear lamps to be operated whenever precipitation necessitates the use of windshield wipers, in addition to the existing requirement for sunset to sunrise operation

Prohibits drivers from using only parking lights or auxiliary driving lamps when headlights are required by law

First-time violations result in a warning only

Subsequent violations carry a fine of up to $25.00
