Amends Section 9-11-29 of the Mississippi Code to clarify that justice court clerks and deputy clerks must complete at least 12 hours of instruction in the "Justice Court Clerks Training Course" annually.

Requires the training course to be conducted by the Mississippi Judicial College at the University of Mississippi Law Center, with course contents, timing, and location determined by the judicial college.

Mandates that the judicial college issue certificates of completion to clerks and deputy clerks who successfully complete the training course.

Specifies that clerks who fail to file required training certificates cannot perform any duties of their office and are not entitled to compensation until certificates are filed.

Takes effect July 1, 2013.
