Allows persons exempt from hunting licenses and persons licensed to hunt deer with a bow or primitive weapon to hunt with a crossbow or bow and arrow during any open season on deer, turkey, or small game.

Removes previous restrictions that limited crossbow hunting to special licensees (persons 65 years or older or with disabilities preventing use of conventional archery equipment).

Requires hunters using any weapon during gun seasons on deer to comply with Section 49-7-31.1 safety requirements.

Eliminates the special crossbow license and permit system previously established by the Mississippi Commission.

Takes effect July 1, 2013.
