Legislature must appropriate all anticipated federal funds for state agencies in appropriations acts and include any conditions on expenditure of these funds as part of the act.

State agencies must provide detailed statements to the Joint Legislative Budget Committee and Governor listing all federal fund sources, conditions imposed (including matching requirements, maintenance of effort, and program restrictions), and any unclaimed federal funds with reasons for non-receipt.

Joint Legislative Budget Committee must recommend federal funds to Appropriations Committees with specific details of conditions imposed, and favorable recommendations must include committees' specific request for inclusion.

State agencies may receive and spend unanticipated federal funds not in the appropriations act only after submitting expenditure proposals to the Department of Finance and Administration and receiving authorization that specifically accepts all conditions imposed on the funds.

Amendments replace references to "State Highway Department" with "Mississippi Department of Transportation" and define "matching funds" as general fund or other fund monies required by the federal government as a cash contribution for a federal program.
