Amends the Mississippi Resident Tuition Assistance Grant Program to include Mississippi residents age 65 or over as eligible recipients.

Provides eligible seniors with scholarships equal to the full cost of tuition at any state institution of higher learning or public community college, effective July 1, 2013.

Eliminates minimum grade point average and standardized test score requirements for applicants age 65 or over, and removes the adjusted gross income requirement for this population.

Restricts tuition-free courses for seniors to those offered by state institutions of higher learning or public community colleges as of July 1, 2013.

Exempts senior recipients from maintaining a minimum 2.50 cumulative grade point average renewal requirement.
