Authorizes the Education Achievement Council to develop recommendations on college readiness, Common Core State Standards implementation, and performance-based budgeting for universities and community colleges to present to the 2014 legislative session.

Expands the Education Achievement Council membership to 23 members, adding the Chairmen of the House and Senate Appropriations Committees and modifying existing member designations.

Requires the Council to research and develop a performance-based funding mechanism for public community colleges and state institutions of higher learning based on productivity goals, enrollment, and job creation outcomes, with a report due November 1, 2013.

Directs the Council to develop college readiness recommendations including Common Core implementation indicators, plans to phase out remedial education by 2019-2020, course dropout limits of eight courses, and tuition refund policies for student withdrawals.

Requires state institutions of higher learning and community colleges to publish annual progress reports by November 1 each year in local newspapers and on their websites.
