Amends Mississippi Code Section 37-106-29 to create a scholarship equal to full tuition costs at any state institution of higher learning or public community college for students with a 3.0 grade point average (on a 4.0 scale) after seven semesters in high school.

Students receiving the full-tuition scholarship must maintain a cumulative 3.0 grade point average each semester to remain eligible for renewal, compared to the standard 2.5 requirement for other grant recipients.

Applies to students enrolled at specified eligible institutions including Mississippi state universities, community colleges, and approved nonprofit colleges listed in the bill.

Requires high school counselor or authorized school official certification of the 3.0 GPA achievement and establishes that grant awards shall not exceed the cost of attendance when combined with other federal and state financial aid.

Takes effect July 1, 2013, subject to availability of appropriated funds; if insufficient funds exist, awards shall be prorated among all eligible students.
