Eliminates state funding for academic remedial and developmental courses at state universities and community colleges beginning with students entering in the 2013-2014 academic year.

Requires universities and community colleges to report remedial education costs by high school and school district to their respective governing boards each semester.

Directs the State Department of Education to withhold pro rata amounts from Mississippi Adequate Education Program (MAEP) distributions to school districts to reimburse higher education institutions for remedial education costs.

Allows universities and community colleges to continue offering remedial courses at their own expense without state operating funding and requires them to accept transfer credits for remedial courses completed at nonpublic institutions.

Requires the Board of Trustees of State Institutions of Higher Learning and Mississippi Community College Board to adopt uniform statewide standards for remedial courses and develop articulation agreements between institutions.
